Muscat, May 5, 2025 — The Ministry of Commerce, Industry, and Investment Promotion has announced a new set of regulations that will govern the licensing, construction, and operation of fuel stations across the Sultanate. The updated framework, introduced through Ministerial Decision No. 142/2025, came into effect on May 4, 2025, and is aimed at ensuring the quality, safety, and environmental sustainability of fuel services in Oman.
The decision introduces detailed guidelines covering several aspects of fuel station operations, including location criteria, service offerings, design specifications, and maintenance procedures. Fuel station owners and investors are now required to adhere to these standards when applying for new licenses or renewing existing ones.
According to the ministry, all fuel stations currently operating in the country will be granted a one-year grace period to comply with the new requirements. During this period, station owners must adjust their facilities and operational protocols to meet the updated conditions or risk facing penalties or closure.
One of the key highlights of the new regulations is the categorization of fuel stations based on their location and services. Stations will now be classified as urban, rural, or highway-based, with each category having distinct requirements for construction, safety, and amenities. For example, highway stations must include rest areas, prayer facilities, and basic vehicle repair services, while urban stations must manage traffic flow and adhere to zoning regulations to minimize disruption to surrounding areas.
The regulation also emphasizes environmental protection and public safety. All fuel stations must implement fire safety systems, hazardous waste disposal protocols, and pollution control measures. Design specifications now include the installation of containment systems to prevent fuel leaks, emergency shutdown equipment, and dedicated spaces for electric vehicle charging stations.
The ministry stressed that these changes are part of Oman’s broader vision to modernize its infrastructure, improve service quality, and promote investment in line with Vision 2040. It is also a step forward in supporting sustainable energy initiatives, as the regulations encourage the inclusion of alternative energy solutions such as solar-powered systems and electric vehicle support facilities.
Fuel station operators will also be required to train their staff to comply with the new safety and customer service standards. This includes proper handling of fuel, emergency response training, and improved hygiene practices. Additionally, stations will be expected to maintain clear signage and provide access for people with disabilities.
The decision reflects the growing demand for higher-quality public services as Oman’s urban development and transport networks expand. It also aims to attract private investment by offering a clear and regulated environment for businesses interested in fuel distribution and related services.
Officials have stated that the ministry will work closely with relevant authorities and stakeholders during the implementation phase. Joint inspection campaigns will be carried out to monitor compliance, and technical support will be available for investors seeking to upgrade their stations or build new ones in accordance with the new rules.
As the transition period begins, station operators are urged to review the full list of requirements and begin preparations to meet the new standards. The government has reaffirmed its commitment to supporting the sector through guidance, investment incentives, and streamlined licensing procedures.
